ON THE DECREASE. Press Association—By Telegraph—Copyright Australian and N.Z. Press Association. MELBOURNE, January 9. (Received January 9, at 9.45 a.in.) Despite apparent to tbo contrary, Victorian crime statistics for the past few years show that the criminal population is gradually decreasing. The statistics show that m 190-1 there were 0.84 prisoners to each 1,000 of tbo population, and in 1924 tho total had decreased to 0.47.
