Concerning Germany and the mandated areas, the Colonial, Office states t.Jiat changes are impossible Without the unanimous concurrence of the signatories to the Versailles Treaty. The League of Nations is charged only with the appointment of mandatories under that treaty. Sir Joseph Cook remarked that it Germany desired, for instance, to recover New Guinea and Nauru it would be necessary to obtain an amendment of the treaty.—A. and N.Z. Cable. SAMOAN. ADMINISTRATION. NEW ZEALAND’S MODEL REPORT. GENEVA, October 20. The Mandates Commission, in the presence of Sir James Allen and Mr Gray, dealt with the report of the New Zealand Government on the administration of Western Samoa from April 1, 1924, to March 31, 1925. Mr Gray replied fully to the questions of the Commission, which paid a tribute to New Zealand’s successful administration of Samoa. It regarded the report as a model report on a mandated territory.—Reuter. He referred to the agricultural enterprises previously worked by Europeans, which, ho said, it was necessary to maintain and develop.
