FRENCH CONVICTS
NEW REGULATIONS. Press Association—By Telegraph—Copyright. LONDON, October 1. The ‘Morning Post’s’ Paris correspondent states that under the new regulations convicts sent to French Guiana, including Devil’s Island, will henceforth he divided into three classes and promoted according to their behaviour. Solitary confinement ia abolished.—A. and N.Z. Cable.
