In requesting British delegates to go to China to attend the, Customs Conference provided for in the Washington Treaties, Air Austen Chamberlain enumerates the objects of the conference, which are, inter alia, to pave tho way for the, abolition of the likin dues, meantime determining the conditions on which a Customs surtax may be levied, not exceeding 24 per cent, on ordinary goods and 5 per cent, on luxuries. Air Chamberlain emphasises the desire to moot the Chinese aspirations io the utmost, including those relating to the extraterritorial rights; but, in view of the disorganisation due to tho lack of an effective central Government, lie urges the delegates to secure adequate guarantees that reforms justifying the concessions which they are authorised fo make will be actually carried out,—Renter.
