Air Chamberlain emphasises the desire to moot the Chinese aspirations io the utmost, including those relating to the extraterritorial rights; but, in view of the disorganisation due to tho lack of an effective central Government, lie urges the delegates to secure adequate guarantees that reforms justifying the concessions which they are authorised fo make will be actually carried out,—Renter.
