In regard to the quotation for the carriage of the Hororata’s cargo to Dunedin, tho Railway ■Department lias exorcised the option (page 103 of the new tariff) to charge on measurement, which mnkesany arrangement quite impossible: indeed, in the case of a large proportion of the measurement goods it would be very much cheaper to send them as weight under ordinary rates.

Surely this is a case where the department ought to figure out the actual cost of performing this particular service aud quote a rate that, while giving a reasonable profit, would yet make an arrangement possible.
