The Prime Minister, after explaining that the terms of reference would bo drawn up to allow the fullest and widest inquiry, stated that the Government was satisfied that in order to secure an impartial and authoritative report, the proper policy was to appoint a small, impartial commission, assisted by technical assessors, with the intention that the commission itself should arrange for the interested parties to be represented at the taking of evidence, and have an adequate opportunity to examine witnesses, and give the court all possible assistance in the elucidation of facts.
