A message from AVilliamstowu announces that Dr Leo S. Rowe, director. o? the Pan-American Union at Waslw ington, is conducting a round-table conference. He asserted that there is a distinct trend towards a balance of power system in Lntin-American countries. llc said : “ The first of the great problems confronting the American continent is to ascertain bow it will be possible to avoid the balance of power system in its European form. \Vc must devise some way of preventing that system from taking deep root.'”—Reuter.
