CONFLICT BETWEEN HOUSES. Press Association—By Telegraph—Copyright. CAPE TOWN, July 25. At the conclusion of the session interest centres in the conflict between the Senate and the Assembly. The Senate followed up the recent rejection of an important industrial Bill by insisting on an amendment affecting the franchise qualification of the Cape and Natal provinces, requiring voters to vote where they reside, instead of retaining the option to vote where they are employed. The Minister of the Interior, in that the Senate concurs in the Assembly message requesting the Senate not to insist on the amendment, intimated that he would not ask the Assembly to pass the Bill without this clause General Hertz jg declared that if the Senate flung down the gauntlet there was only one thing to do. Nevertheless, the Minister’s motion was 'rejected by 13 votes to 12. —Reuter.
