WATER SUBSIDING SERIOUS LOSS OF LIFE. Press Association—By Telegraph—Copyright. TOKIO, July 21. (Received July 22, at 8.45 a.m.) The latest official reportg from Seoul state that the water is rapidly subsiding, and that communications have been partially restored. While tho officials adopt a conservative estimate of the number of casualties, pending a detailed investigation, Press despatches unanimously indicate that the loss of life is serious, particularly at Nichiuichi, and estimate tho drowning fatalities at Seoul alone as totalling from 6UO to 1,000, with fifty drowned in tho neighborhood of Fusan.—Reuter.
