General the Karl of Cavan (Chief'of the Imperial General [Staff) is dircctor-in-clnef of the operations, and Lieutenant-general Sir W. P. Brail hwahe (Scottish commandf and Lieutenant-General Sir Charles llarington (Northern command) are the umpires.
