The Socialist Congress passed a resolution affirming the futility of continuing negotiations with other parties, with a view to forming a Cabinet. The decision marks a breakefown of the interparty consultations which have been proceeding during the past week, and which aimed at securing a Cabinet with a working majority.-—Reuter.
