The ‘ Dailv News,’ in drawing attention to the fifth birthday of the League oi Nations, saws that the- League is still conspicuously incomplete. Duly litlv-livo oi the sixty-five sovereign States belong to it. America., Uevtnany. Russia-, Turkey, Mexico, and Egypt, are the chief absentees; while the conditions under which the League, lives fall short oi the predictions of its framers.

Tho League has hern compelled reluctantly to turn aside from its proper tasks ami clear up the debris of the war, hut despite, failures and disappointments, at this early stage of the League's career, it? achievements are astonishing.

The newspaper continues; “Peace that is kept unbroken by the more fact thattlie League exists passes unnoticed. None can doubt that the disaster of a Balkan war, with its infinite dangers, has been averted during five critical years by tho fact that every Balkan State- belongs to tho League. “At least onco a, year the. nations of the world meet at a public conference to review the world’s atlairs, with the full and recognised right of discussing, without .suspicion' of unfriendly interference, any circumstance of policy or action which seems to menace good international nnderslandings. 'lhn League has not, fulfilled its aims, but its position is growing steadily stronger.”
