CHARGE OF NEGLECT. BAN ON A BOOK. LONDON, November 28. Scotland Yard denies the responsibility fw the prohibition of the British sale of Vincente Ibanez’s book * Alpbonso XIII., tho Military Terror in Spain,’ which is freely obtainable in Franco and South America. The book accuses Alphonso of neglecting public affairs and of obstinate prosecution of the Riff war in Morocco. Not since the reign of George IV. has a book been banned in England on tho ground that it is objectionable to a foreign ruler.
