LONDON, December 4. , The ‘ Daily Telegraph’s ’ diplomatic coiv! respondent says that the confirmation of the reports that- France lias begun pre-, liminary negotiations for tho funding of her debt to the United Slates has created a stir in British official, financial, and political circles. j Britain had intended to postpono_ con-1 sideration of the problem of the intorAHied debts until the. apportionment of ( the Dawes annuities, but in view of the Franco-American exchange of debt-fund-; ing views, the British Ministers and Treasury may be constrained to take up earlier | than was contemplated the question of j the Allied debts to Great Britain on the i ground that if France is able to discuss 1 ways and means of discharging her obligations to the United States she is also in a position to discuss similarly her obligation to Britain. The British taxpayer, ( who is more heavily burdened than any other, is assuredly entitled to relief from , tho burdens which arise from the non-pay- ( ment of war debts.
