TO THE EDITOR. _ Sir, —In reference to the above association there are a lot of anomalies for it to consider. (1) Which is the most essential for tho ratepayers as a whole—contracts, piecework, or day labor ? (2) Everybody is quite aware that all engineers are favorable to tho day-labor system, as they can make alterations to suit tneir own purposes, independent of specifications, and gull councillors and all ratepayers that the day-labor system is by far the most practicable. What is really required is practical men on the City Council, and to see that all construction works, such as drainage and channelling, he paid at per lineal foot, the corporation finding all material. It would bo the means of making men more independent and self-reli-ant.—l am, etc., Reformist. September 9.
