LIQUOR TREATY
BRITAIN AND AMERICA SIGN. frees Association—By Telegraph—Copyright. WASHINGTON, January 22. Sir Auckland Geddes and’ Mr C. E. Hughes have signed the treaty. Negotiations for similar treaties have been begun with other maritime nations.—A. and N.Z. Cable. PROVISIONS OUTLINED. WASHINGTON, January 23. An official summary of the Liquor Treaty outlines tho provisions and indicates that tho treaty must be ratified in the usual manner, meaning tho approval of the Senate Tho treaty will remain in force for one year, but three months before the expiration either party may suggest modifications, and if no agreement is reached tho treaty will lapse. Otherwise it will continue from year to year. Tho treaty will also lapse if either party is prevented by the American Supremo Court declaring the sealed liquor clause unconstitutional, or by legislative action from giving full effect to its provisions. Mr HughcSj addressing the Foreign Relations Council in New York to-night, expressed great satisfaction at the conclusion of the treaty, and confirmed tho earlier intimation that the United States had begun negotiations with other Powers on similar lines. Mr Hughes added that by Congress exempting vessels carrying liquor through the Panama Canal from tlie jurisdiction of the Volstead Law and receiving the Supremo Court's approval in recent decisions, it was clearly shown that any treaty into which the United States entered exempting foreign liners calling at American ports would also be perfectly legal, since what Congress had done could be equally accomplished through treaty-making power.—A. and N.Z.
