TO THE EDITOR. Sir, —“Mark Foy” has rushed in to defend the system for which his nom de plume stands, but in reality he attacks not the system of starting launch races, but the handicapper instead. I am not so much concerned oibomt the handicapper at the present time, hut I hope that he will not conclude that I aim not in favor of a handicapper that knows his business. That question at the present juncture can be ignored. I believe in sticking to the point which was the substance of my lasr letter—namely, that the Mark Foy system was wTong in comparison with the sealed handicap system. Your correspondent evidently thinks that the handicapper spoils the Mark Foy system, and if he should follow that line of argument to its logical conclusion the same argument would applv to a handicapper who was net qualified for his job under the sealed handicap. The question I _ would like “Mark Foy” to answer is this: "Would he by starting the races under the Mark Foy system not encourage owners to 'go slow’ when they should go ‘eyes out’ at a time when their boat would he leading by a good margin, and when they' would he in a position to win hy 1 minutes instead of by seconds?” The abuse which T complained of allows this under tne Mkrk Foy svs.tr,m. and. seeing that s the ro.se. the system which allows it stan ) self-condemned, and should he ahokshed, — T am. etc..
