The annual conference of the Public School Teachers’ Federation carried a resolution demanding preference to members of the federation and that non-membera should bo paid at a reduced rate. NEW SOOTH WALES PARLIAMENT. SYDNEY, December 20. > The Assembly passed the Monopolies Bill and tie second reading of the Juvenile Emigrants’ Bill, amid scenes of uproar. The Government gagged the measurer, through, fifty-four divisions being taken. The Liquor Bill, as amended by the Legislative Council, was also passed. The Juvenile Emigrants’ Bill provides that the Government shall act as guardian of the boys upon their arrival, as is done by New Zealand and South Australia. A motion by the Government was passed appointing a Royal Commission to inquire into the proposed creation of a new State. RINDERPEST OUTBREAK. PERTH, December 20. Following fresh cases of rinderpest, Mr Weston, who is in charge of tho task of locating tho origin of tho outbreak, stated that ha announced definitely to the Government on November 20 that the disease was rinderpest. The statement that there was no definite diagnosis was merely a matter of public policy, and was made in the hope that the disease would bo eradicated without the State ever having to admit that it bad been infected.
