Poincare’s speech at Scnlis. It is fell that the work of the last four years towards a settlement of tho European question has gone for nothing, and that Europe is as far away from her goal, or even farther, than in 1914. Ono Senator, interviewed, expressed the opinion, that the best thing the United States could do would he to drop out of European affairs altogether, and “leave them to settle their own disputes ns they please.” For obvious reasons this is quite impracticable, as America is felt to he too deeply involved to withdraw altogether. Tho sentiment of the American people, as of the bulk of the Press, including the formerly anti-British Hearst papers, is very favorable indeed to tho British policy, and ono paper goes so far as to state that “Franco is digging her own grave by her insensate hatred of her former enemy.” It is anticipated that President Harding will address a Note to the European Powers most concerned, with a view to clarifying the American position. ROME, July 16. It is reliably stated that Great Britain and Italy have completed arrangements for an 'international reparations conference, to be held in Rome. It is understood that the United States will also participate.
