BELGIUM’S PROPOSALS.

NEW REPARATIONS SCHEME OUTLINED. Presa Association—By Telegraph—Copyright. PARIS, May 29. Tho Belgian reparations scheme is based on tho view that the Ruhr will continue to be used os a means of exercising pres-sure-on Germany, but tho pressure will be relaxed if the* Germans definitely agree to an Allied plan of payment by moans of an internationally-controlled monopoly over trusts. It is proposed that these sluill include sugar, tobacco, alcohol, and .the ’exploitation of tho railways and mines. Tho sale and export of the monopolised products would bo placed in the hands of an international syndicate, in which the Allies would have predominance. It is suggested that 2,400,000,000 gold marks could thus be drawn from Germany every vear. This, considered as interest at 5 per cent., totals 40,000,000,000 gold marks. Belgium does not regard this as the definite limit of Germany’s payment, but as a basis for consideration.—A. and N.Z. Cable. May 30. Tho Press regards tho Belgian reparations scheme as interesting, but unsound. There is considerable apprehension lest Belgium should suggest loosening tho blockade and permitting the Ruhr manufacturers to pass into unoccupied Germany.—A. and N.Z. Cable. NEW GERMAN OFFER.

DYE WORKS EVACUATED. BERLIN, May 29. The French have evacuated the Hoeohst Dycworks, which they recently occupied, and work has been resumed.—A. and N.Z. Cable.
