THE GOVERNMENT’S DIFFICULTIES. Press Association— By Telegraph—Copyright. VIENNA, November 30. (Received December 1, at 8.50 a.m.) In view of the opposition of tho Christian Socialists and the Pan-Germans in tho Federal Council to the convention relating to a foreign loan, the Government Party left tho Council on bloc. The Government is re-convoking the National Assembly, which will re-adopt the convention, which will then have the force of law without the Federal Council’s consent. —A. and N.Z. Cable.
