The Australasian Press Association's Genoa correspondent states that the convening Powers have decided to ask America if she desires to he represented on The Hague panel. It is clear that Russia will bo asked to'appoint representatives to meet the panel, but they will not be included in the panel. This is undoubtedly a compromise to meet the French attitude of determination to keep Russia on the doormat. She proposal is regarded as being unlikely to bo accepted by Russia.— A. and N.Z. Cable.
