MUNICIPAL ELECTIONS

THE CITY COUNCIL LOYAL CITIZENS’ LEAGUE TICKET RETURNED. Despite the running of “tickets” by the Labor Party and the Loyal Citizens’ League and the consequent propaganda work that was carried on for some little time before the election, and the amount of interest excited in the vote for local bodies’ election which took place yesterday was, judging by the number who cast their votes, less than that of the previous occasion, two years ago. On that occasion Cr Clark, who topped the poll, secured 8,489 votes, whereas Or Begg, who was highest scorer yesterday, polled 7,492. The returns from the last booth came forward at 10.15 p.m., and tho first announcement was made about twenty minutes later. The twelve councillors elected were those named on tho Loyal Citizens League “ticket.” Ten of these were members of the retiring council, while two— Crs Gilkison and Tapley—had previously sat at tho council table. The Labor “ ticket ” were unsuccessful in their attempts to gain representation on any of the three bodies. A large crowd gathered at the Town Hall towards 9 o’clock, but as time went on and no announcements wore made, they began to drift away, and only 500 i»" so were present whoa tho returning officer (Mr J. A. Lewin) made known tho first results.

THE SPEECHES. Cr Begg, who headed the. poll, said that ho had to return thanks to the citizens for the high and honorable position they had placed him in. He assured them that nothing would bo wanting, so far as he was concerned, to justify the confidence they had placed in him. Crs Shacklock, Larnach, Hayward, Scott, Sincock, Green, Taverner, Tapley, and Gilkison also returned thanks. Mr MacManus, who called for three cheers for the successful candidates, said that if the people wanted to put Labor in they would nave to give them more votes. At any rate, Labor’s advent into the contest had created a certain amount of interest, and the matters ox vital interest which the party had from time to time brought before the Council would now receive attention. Mr MacManus concluded by saying that he would sooner bo a defeated candidate under the banner of Labor than sell his principles to a party whom ho did not believe' in. Messrs Cleary and Herbert, also unsuccessful Labor candidates, briefly thanked those who had voted for them.

Messrs Gilkison and Tapley are the new members of the council, though both have sat previously and “ went under ” in connection with mayoral contests. Mr B. Gilkison was_ educated in Glasgow, arrived in Dunedin in 1879 with his parents, was admitted to the Bar in 1886, and shortly afterwards bought the practice of Mr F. J. Wilson at Clyde. In 1903 he returned to Dunedin, and practised his profession here until his recent retirement. Was one of the founders of the Prison Reform Society, of which body lie is now president. Is a trustee of the Kindergarten Association, honorary solicitor for the Women’s and Children’s Protection Society, vice-president of the Town Planning Society, and a member of the committee of the Patients’ and Prisoners' Aid Society. Has also held office as president of the Otago Institute* president of the Bums Club, and chairman of the Astronomical Society. Was elected a member of the Dunedin City Council in 1907. Was the first chairman of the Library Committee, a position he hell for four years, and has been a member of the committee since its inception. Was unsuccessful in the contest for the mayoralty two years ago. Mr H. L. Tapley was born in South Australia in 1875, and arrived in the Dominion twenty-eight years ago. Represented Bell Ward in the City Council for four years, 1907-11. Was chairman of General Committee and member of Tramway and Finance Committees. Unsuccesfnlly contested the mayoralty with the late Mr T. Cole in 1910. Was a member of the Hospital and Charitable Aid Board in 1908-9, and of the Harbor Board" from 1913 to 1920, being chairman of the latter board for a term. Was active in the volunteer movement, being a captain in B Battery, and is now on Const Defence detachment. Is head of the firm of shipping agents trading under his name.

ST. KILDA, CR DOVE ELECTED MAYOR. A crowd of several hundreds assembled outside the St. Kilda Town Hall last evening to hear the result of the election for the mayoralty of the borough. At 8 p.m. the returning officer (Mr W. A. M'Axa) announced that Mr J. W. Dove had defeated Mr R. W. Hall by 993 votes to 572—a majority of 421. The voting was as follows:— * In-

Totals ... 995 672 27 Majority for Mr Dove, 421. Mr Dove -was cheered on rising to address the electors. Ho congratulated his opponent upon the dean manner in which the campaign had been conducted and the manly attitude he had adopted to himself. Cr Hall and himself had differed at times, but they had always left the table the best of friends. With regard to his election, he assured the ratepayers that his undivided attention would bo given to the welfare of the borough. The Dominion was, unfortunately, passing through a time of financial stress such as it had never faced before; but they were going to face matters like loyal dbizens. Mr Dove referred to the question of the electric lighting of the streets now lit with gas, pointing out that the Dunedin City Corporation was faced with difficulty in the matter, hut stating that material was now coining to hand, and no donbt in some of the streets in the near future the electric light would be installed. The members of the council were old members, and both they and himself would have the interests of St. Hilda at heart, and they would do everything they could for the borough. He returned sincere thanks for the honor that had been done him in his election as mayor. He concluded by calling for three cheers for Mr Hall, and these were heartily given. Mr Hall acknowledged the loyal supSri of those who had worked for him. e congratulated Mr Dove upon his election, and expressed his conviction fiat the new mayor would work for the interests

of the borough. Ho kndw there was a feeling that Mr Dove had a prior claim on tho honor of mayor, and expressed tho hope that ,on a future occasion ho himself would again come before them. He regretted that tho result meant his own retirement, at any rate for a time, from the council; but lie was sure the council would further tho interests of the borough. Ho could himself perhaps find other ways of serving the ratepayers. He extended his best wishes both to the mayor and tho council during the incoming term. (Applause.) On the motion of Mr Hall a vote of thanks was accorded the returning officer. Tho nominations being only sufficient to meet the number of councillors required, no election for tho council was necessary. Tho councillors are: Messrs J. Adam, E. Longworth, J. C. Ritchie, M. H. Seddon, J. Stenhouse, S. Garbutt, R, M, Mercer, E. T. Ross, It. Telfer, and P. Carotin.

PORT CHALMERS. About 200 electors assembled in front of the Town Hall to hoar the result of the poll for borough councillors. Tho result, which was announced by the returning officer (Mr J. W. The result of the mayoral election was made known about 8 o’clock, when tho returning officer (Mr W. E. ATLean) announced that 275 votes had been cast for tho retiring mayor (Mr Wm. For tho twenty-one seats on the Auckland City Council there wore fifty candidates. (seventeen of the retiring members, including two of the three Labor candidates, were re-elected. With tho exception of the two successful Labor candidates, those elected wore cither on the Progressive Citizens or P.P.A. tickets or both. Mr Hutchison, who headed the poll, was also on the Returned Soldiers’ ticket.
