(Received December 31, at li.lo a.m.) The Soviet's text of the British Government's trade agreement proposals shows that, in addition to the provisions announced earlier, Britain requires the Soviet Government to recompenEo British subjects for goods and services rendered to former Russian Governments. M. Tchitclierin's reply declares that the proposals include provisions contrary to the previous understanding, and demands the elimination of the clause relating to old debts. M. Tchitcherin also requests political conferences to settle outstanding political questions.—A. and N.Z. Cable. CALLED BACK. LONDON, December 30.
