ARMY AND NAVY ESTIMATES. ~ Preci Association—By Telegraph—Copyright. TOKIO, December 26. (Received December 28, at 9.25 a.m.) The Minister of Finance, in delivering the Budget, estimated the army expenditure .at 253,000,000 yen, an increase of 50,000,000 yens and the navy expenditure at 498,000,000 yen, an increase of 52,000,000 yen. The other items correspond closely with the last Budget. The Minister, in presenting the figures to a caucus of Peers, said that every effort would be mado to ensure frugality, whila spending the greatest amounts possible within the financial scope of the State, as such enterprises seemed most essential ipr the development of national power. The Prime Minister, addressincr a caucus of the Lower House, said that ir. compiling the Budget the Government's guiding policy -was to increase the national strength.—Renter;
