(Received December 27, at 11.15 a.m.) According to tbe preliminary votes at tire Socialist Congress, now being held at Tours, concerning the arrangement of the agenda, M. Cochin’s section, advocating the closest co-operation with Moscow, is for the moment in the majority. M. Longnet’s central section refuses to agree to such whole-hearted adhesion, while a third section refuses co-operation. Some of the declared that the small peasant farmers in their respective departments were zealous supporters of the Moscow programme.—A. and X.Z. Cable.
