LONDON, October 19. Mr H. G. Wells has concluded a fortnight's visit to Kussia at the Soviet Government's _ invitation. He declares that conditions in Russia are horrible, and are almost beyond description. Mr Wells and Mr Maxim Gorky -worked out a project to establish a refugee colony in Russia for meihbere of the learned professions, art; and science, who will undertake -not to participate in Russian affairs until the era of reconstruction has arrived. Mr Wells hopes to gave the remainder of the "intelligentsia." He considers that Russia cannot be regenerated without their help.—A. and N.Z, Cable,
