' i In respect to the proposals of the Dunedin - Builders' Association, the following resolu- i tipn was passed j — 1 That we are strongly ot opinion resolutions (1) and (2) of the Dtmodin Rudders’ Association, as carried : at their meeting last week, would tend to cause grave dissatisfaction among workers, and would not in any way receive the co--1 operation of the building trades’ operatives.” The two Tesdniioue <0? the Builders’ Association were «s fclient ;—(1) n TK-at the members of this association are anxious ■a assist the Government in the housing problem, and will do all in their power to assist in building houses for the workers by tendering for the same, provided the Government will guarantee the supply of materials at ® fixed price.” (2) “ That this association are strongly of opinion that the tendering system t* the most satisfactory, and that by this means houses can bo built at a, smaller cost.” It yraa also decided that the secretary be instructed to immediately communicate the resolution to the local M.P.e end the Minister of Labor. It was decided to send * copy of the resolution to all unions in the federation, with a strong recommendation that the Wellington proposals be adopted: as a basis for the erection of dwelling-houses in the Otago industrial district. The most important points of the WoHineton proposals are as follow:—(1) That iznxzse~ N at ™ if 1 ® ba tlk ’ e ' a to erect 500 houses in the Wellington district, the structures to ba of such permanent materials as brick and concrete. (2) That e board be established, to consist of one representative of employers one representative of workers, and on© representative of the Government. (3) The employers to be responsible for the purchasing and assembling of -all materials and for supplying the expert supervirion, of the work, for the preparation of all plans and details, and such heavy plant as concrete mixers, elevators, etc. (4) The representative of the workers wifi undertake to provide all labor necessary for the expeditious carrying out of the work. (5) The representative of the Government will be responsible for the prompt payment of wages ancT’accounts. (6) The actual policy to.be adopted ia the purchase of materials, in the method of construction, and the placing of men will do. volve entirely on the two first-mentioned representatives. (8) The wages paid to ba 2s 9d per hour for skflkd workers and 2s for unskilled. (9) The employers ask that eight hours’ overtime bo worked per week, bnt this is for tha unions affected to decide. (10) The whole cost of the buildings, land, supervision, plant, etc., to bo borne by the Government, together with a further charge of 5 per cent, divided equally between the employers and the workers.' (15) The whole of the buildings to be completed- within 12 months. (16) The buildings to have first call on all materials, so that there will be no hitch or delay in the progress of the work, and to ensure full time to the workers, 1
