(Received May 12, at 9.45 a.m.) $ Japan has begun to make peace with the Bolsheviks in Siberia. Arrangements have been concluded providing for tha withdrawal of 20,000 Japanese troops from Vladivostok during May, to p'ave tho way for the complete Japanese evacuation of Siboria.
