There are, however, as I pointed out, practical difficmtics in the way 0 f grading secondary te ache re, and a grading scheme would certainly be of litde use unless the power of appointment were taken from the local boards and vested in a central promotion board. Perhaps that will eventually have L ° be faced. I am prepared to give the matter every consideration, but can make no definite promise at the present time as to this aspect of the question.”
