PEKING, February 7. An Anglo - American - Franco - Japanese Memorandum has been sent to the Chinese Foreign Office stating that, in view of the urgent requirements of the Chinese Government these Governments are prepared to recommend their banks to issue a loan of £5,000,000 on the security of certain specified revenue, on condition that, firstly. North and South China resume peace negotiations forthwith; secondly, that portion of the proceeds of the loan be used in the disbandment of unnecessary troops; thirdly, that the four allied Governments and banking groups effectively supervise the application of the proceeds of the loan and the disbandment of the troops.
