General .Smuts, speaking at a reception given in his honor at Pretoria, declared that tho Germans who souttled their warships at Soapa Plow deserved a statue, because -but for their action the German fleet, which had been a curse to Germany, would now have become the world's curse. Ho contended that immense changes in industrial matters and otherwise that must take place in 'Europe were sure to have their effect on South Africa., which could not erect a ring fence around her territories. But if she put her house in order for the impending immigration competition she would witness colossal progress.
