Mr Hughes said t'hat peace was still elusive, and he feared that the peace would be unsatisfactory and unenduring. Germany had become arrogant The world wanted to know what the Allies' answer would be if she refused to sign even these terms. He urged that Germany should be told she must sign within 14 days or peace would bo enforced.
