THE NEW GERMAN CHANCELLOR

The new Imperial German Chancellor, Herr Ebert, is 47 years of ago (says a cable message to tho Australian papers of November 15). He is dark, and of uncouth appearance, with a shaggy moustache. Ho has risen by solid commonplace gifts of head and character, coupled wuh indefatigable industry. Ho became President of tho Social Democrat!!, from whom he scowled with a nucleus of tho Independents. While a youth ho was converted to Socialism by a. speech of the late August Rebel, and ho Became a Socialist journalist and a trade union official. He joined the Central Executive in 1905. Tho sturdy indopendonco of Herr Ebert and his fidelity to orthodox Socialism differentiate him from Herr Schc-idomann (the Majority Socialist leader), whoso opportunism has created him a host of enemies among tho workers. Herr Ebert was amongst those who protested against tho treaties of BrostLitovsk and Bucharest.
