In the Reichstag the Independent Socialist member Kohn denounced the treaty with Rumania, which ho said was undisguised robbery. Gcinian foreign policy was made by the army administratinc, which was taking Russia's ships and munitions in order io_ prepare for a new war extending to India. Von Kuhlmann, Foreign Minister, replying, denied that the aimv controlled the Government. He added : "An Indian campaign forms no part of our official policy."
