AN ASTONISHED DIPLOMAT.
LONDON, February 20. (Received February 21, at 10.15 a.m.) Litvinoff (Bolshevik Ambassador), interviewed, said he was astonished at the announcement that Russia was signing a German peace. He did not regard this unfavorably, but withheld judgment until in possession of full details.
