PEACE POURPARLERS
IN NEUTRAL TERRITORY. Beuter's Telegrams. PETROGRAD, January 4. The president of the Russian peace delegation have telegraphed to the Ausfcro-Ger-man, Turkish, aud Bulgarian delegations that the Russian Government consider that it is urgent to immediately conduct peace pourparlers in neutral territory, and propose to transfer them to Stockholm. The delegation await a reply.
