SOCIAL HYGIENE

WELLINGTON, October 19. Several amendments to the Social Hygiene Bill will be moved in the committee stage by the Minister in charge of the measure (the Hon. G. W. Russell). The principal amendments are these: It is proposed to alter the clause dealing with the powers of the Minister in the matter of securing the detention of persons supposed to be suffering from the disease, the provision being made applicable to any person who is a common prostitute or who habitually leads an immoral life, or who is a person habitually consorting with prostitutes. This amendment also proposes to give a person detained the right to demand that he shall be examined by one or more medical practitioners nominated by himself, in addition to examination by a practitioner nominated by the Advisory Board. It is now proposed to name "the institutions in which persons are to be detained detention hospitals instead of prison hospitals. There is an amendment deleting the original provision for the admission of evidence whether legally admissible in a court of law or not. The Minister now proposes to strike out clause 16, which provided for the payment out of the Public Revenues of the expenses of the conveyance to detention hospitals.
