A DYING FACTOR. MARINE INSURANCES LOWERED. WASHINGTON, October 7. \ (Received October 8. at 8.55 a.m.) ' The United States War Insurance Bureau has reduced Atlantic insurance rates by 23 per cent., tho reduction being based on reports that the U boat campaign is not largely successful. There are indications that a new antisubmarine device will further reduce the U boats' ravages on commerce.
