OVERTURES TO RUMANIA. A LUDICROUS OFFER. '. , . LONDON, October 7. (Received October 8, at 8.35 a.m.) The ' Morning Post's' Jassy correspondent states that Bulgarian emissaries in Switzerland have made proposals for a separate peace with Rumania, Bulgaria offering to restore the Dobrudja and guaranteeing that she will not make demands at Rumanian expense at the final peace settlement. Bulgaria is also making overtures in other directions.
