JUNKERDOM'S STRUGGLES.
LONDON, October 5. The German Government's proposal to reform the Prussian House of Lords makes the following allocation of seats, which is astounding in view of the previous announcement that the Government were willing to democratise parliamentary institutions:—'Agricultural 48, commerce and industry 48, trade 12, labor 24, education 16, clergy 17, municipalities 36, rural committees 36, landowners 24, burgomasters in large towns 20. r The Kaiser, as King of Prussia, will nominate a further 120, of whom 24 will be princes and members of the reigning houses.
