(Received October 5, at 8.55 a.m.) It is impossible to overestimate the importance of- the new'.embargo on exports to neutrals. It has been ascertained that the United States urged Britain to take this step. The United States attitude is only being taken towards neutrals as a basis for starving the Germans into submission. No new arrangeni-wiis for shipments to any neutral can now bo made, except with the Allies’ consent, and all existing trade agreements will end. The United States will replace the supplies which the Allies until now have obtained from neutrals. If South American countries attempt to send food to Germany, the United States will cut off their supplies of coal, which are absolutely essential to their industries.
