KAROLYI DENOUNCES WAR PARTY. AMSTERDAM, Juno 28. Count Karolyi has made a sensational speech, ill which he declared that Count Tisza was chiefly responsible for tho war, but financial and industrial circles were also blameworthy, and these facto- wero now preventing peace. He demaiu.d tho instant dissolution of the Lower House, so as to smash the Tisza party and assist democracy to a victory. _ Count Karolvi did not attempt to conceal his pro-Entente sympathies. His agitation is practically anti-German, and ir> causing consternation in Hungarian Government circles.
