AMERICA AND THE ALLIES.
MR BALFOUR'S MISSION. WASHINGTON, April 11. The United States Government have made plans for compulsory control of the lake and coastwise shipping, with the object of adding to the transatlantic war supply services for the benefit- of the Allies. April 12. The greatest interest is taken in Mr Balfour's (Foreign Secretary) projected visit to the States, which is designed to promote a better understanding as to the joint conduct of the war. The officials are pleased that such an eminent statesman has been chosen for the task. It is considered that owing to the Americans' attitude towards alliances, Mr Balfour will handle a delicate subject diplomatically, his mission beo-inninc a series of conferences with the Allies. ° Some of the newspapers suggest that he may discuss the question of America agreeing not to make a separate peace. THE MEXICAN THREAT. WASHINGTON, April 11. The State Department regards war with .Mexico as a distinct possibility. The department learns that General Carranza is planning an embargo on Tampico oil, and this will constitute a hostile act. CUBA'S HELP. Reuter's Telegrams. WASHINGTON, April 11. The Cuban Government authorities have offered an army of 10,000 men to cooperate with the United States. PLOTTERS' DESPERATION. Reuter's Telegrams. NEW YORK, April 11. The officials of the Eddystone Ammunition Works are certain that plotters caused the explosion. The police believe that whoever was responsible perished in the conflagration. j
