SMUTS’S JOB OVER. Reuter’s Telegrams. CAPE TOWN, Fe.bn.iarv 12. General Smuts was accorded a civic reeeption on liis return from East Africa All business was suspended, and he received a magnificent welcome. Five thousand persons assembled at the City Hall, including Lord. Buxton, General Botha, members of the Cabinet, and hundreds of wounded soldiers. Addresses were presented on behalf of the city, also of British Indians. General Smuts, in replying, emphasised tlie fact that South Africa bail secured a voice in the disposal of the African Continent. South Africa had pegged out claims, thereby establishing her rights regarding the future development of the continent. He hinted that there was still a possibility of General Botha attending ihe War Council (Imperial Conference),
