The military correspondent of the 'Daily Telegraph' is of opinion thai it is now that the moment of Rumania's intervention -was chosen with complete disregard for strategic need:-. The Rumanian army might Lave heen used with decisive effect if emnloyed at the right moment, and so on. What was wrong, however, was not the moment chosen for intervention, but the childish lack of foresight and preparation "beforehand, and the utter bungling of Russia's strategy. Had she double-tracked -her railways in Bessarabia she could have filing reinforcements to the decisive, points at double or treble the present speed : while had she struck across Transylvania with her main strength, while that country was practically undefended her left flank would have "been interposed between Rumania, and the enemy. What was wrong was pointed out in these notes on the very day in which the news came of the enemy's advance upon Brasso, which revealed that Russia had neglected to do everything that she should have done. But one must bear in mind that writers at Home have to be very cautious in their criticiwns of Russia,'as a powerful clique of politicians and courtiers in that country is working for a separate, peace.
