Allen said that when the war was" over the question of naval defence would have to be considered anew. Tho navy of the, future must be an Imperial navy, and must be under one control, and the. Dominions must have representation. Each Dominion must take a share in providing men. and ultimately ships. The nation must .see to it that the British -Navy commanded tlie soawavs of the world. Speaking on the subject ofi'trade after Ihe Avar. Mr Allen said he. was Trot fool enough to think that it was possible- that all commercial relations with the enemv could be entirely stopped.
