Definite information has reached Switzerland regarding an admission made by the Imperial German Chancellor at the sittine of the Bundesrat in Berlin on August 8! The Bundesrat on that occasion approved Hollweg’s rejection of the unlimited submarine warfare demanded by the Pan-Gcr-man_ extremists. Certain members, representing Bavaria and Saxony, had asked why the German Government had yielded to America’s demand for the, cessnlion of unrestricted torpedoing of ships on the high seas.
The Chancellor said the value of the submarine had been exaggerated. Insist once on unrestricted submarine . warfare would cause a war between Germany and America. The results of unlimited torpedoing would not justify such a policy. German submarines could not effeelivclv blockade England, nor cut off England's food supplies! Germany could not build submarines sutfi! chntly rapidly to keep pace with tho sv<;;,pined iu submarines.
