QUEEN WILHELMINA'S SPEECH.
STURDY INDEPENDENCE. 'THE HAGUE, September 19. (Received September 20, at 1.40 p.m.) Queen WUhelriiijia, in opening the Dutch Parliament, expressed her thankfulness thrii Holland was not involved in the war. " Our relations with all the Powers ore friendly, and I shall continue, in the future to follow the line of duty dictated by the law of nations for neuti'al States. I am firmly resolved to defend our independence and maintain our rights against uhosovcr may seek to attack'tltem. Besides our military forces, our sb.-res of arms and munitions are being augmented. "In Holland economic iit'o is every day more affected by cimnnstanees .arising out of the war, and the Government have been obliged to take measures for .supplying the people's fcod. _ Therefore our exports have been restricted." The Queen referred to the difficulties of transport affecting the Dutch colonies, and said tho Govornrrent were doing all in the : r power to ameliorate colonial conditions, also to strengthen the fleet adequately to provide for maritime defence.
