LORD DERBY HOPEFUL.
LONDON. August 19. Lord Derby, in the course of a speech at Southport, said they could take it from him that high military authorities were absolutely''satisfied with the way in which I'a- offensive was going. There was not the !oa.>l doubt that tlm war is turning gradually in our favor, hut we must not be impatient. We would not find the old political parties antagonistic after the war, hut there'would be a central party. Business men would he determined to erect greater industries than ever.
